Someone overpaid for their toy and thinks it's worth a lot more than it really is. IDK why, but this just sent me into a rant...

So it has been poorly painted, rattles, is on an R-Title, leaks oil (like all Rovers), has a leaky canvas top, and at 79k, is probably going to need a new HG sometime in the near future?
It has some interesting equipment, but even with that stuff, and if it were mechanically perfect, it wouldn't be worth nearly $38k...$10k - 15k might be more realistic if the buyer was both drunk and stupid. He'd be better off parting it out...he would get more for it.
Of course, it is Kalifornia, and there are lots of jackasses with more money than brains...
